Split the Party
Sometimes it's okay to split the party. One of my games consists of 3 new players and 1 experienced player -- the experienced player doesn't try to dominate the social situations but all of the new players lean on him as a crutch, following him instead of doing their own thing.
Getting the party to split it up is a good solution for this problem. Present a situation where things need to happen at the same time, split the group up and handle one part of the problem then turn your attention to the other group (then explain how those two situations happened at the same time instead of sequentially). We had this come up in our game where the guards wanted to talk to a particular NPC the party was trying to protect, we had two players go outside to confront the guards while the other two players gathered information about where they could find hiding spot of the NPC (so they could get them to safety).
